Harm Reduction : theory and practice

Abstract
Harms exist everywhere and at any time in the world. We are, however, very much concerned with man-made or artificial harms, particularly from addictions caused by using substances such as tobacco products, alcohol, and drugs. In this paper, we are going to overview ¡°Harm Reduction¡±: how it has been developed; and how it can be practised in the real situations. For this purpose, we will, at first, review harm reduction¡¯s definitions, principles, models which both major organizations and scientists concerned have suggested, Following them, we will introduce a Canadian practical case, as an example, which is guided for the harm reduction workers at the frontline to develop harm reduction programmes at their local level. We are in the initial stage of harm reduction programme development, so that this paper can serve us as a good starting point in Korea for both experts, public health professionals, and general public interested in ¡°Harm Reduction¡±.
